Quick Answer
Yes. An authorised representative can request a PSA marriage certificate when the request meets PSA’s eligibility, authority and identification requirements. The representative must use their own identity and have permission appropriate to the record and transaction. Being a friend, relative or paid assistant does not by itself establish that permission.
Requesting a certificate, receiving a delivery and applying for authentication are separate tasks. Prepare the authority for what the person will actually do.
Either spouse can be the principal requester
PSA’s marriage-copy procedure identifies either contracting party as a principal. It does not generally require both spouses to appear together simply to request their marriage certificate.
Where a spouse authorises another person, the permission must identify the relevant document and purpose. The representative should not submit the request as if they were that spouse.
Other legally eligible requesters and official access routes exist, including applicable guardianship, kinship and court or agency procedures. Their evidence differs. Do not use an ordinary owner-authorisation checklist as if it were the only lawful form of access.
The PSA certificate request guide explains the document itself. This guide concerns who can transact and the evidence supporting that role.
Prepare a specific authority package
PSA’s 2026 Masbate Citizen’s Charter sets out the marriage-copy requirements, including identification and an authorisation letter or appropriate special power of attorney.
| Component | What to prepare |
|---|---|
| Document owner | One of the spouses, accurately identified |
| Representative | Their full identity and acceptable valid ID |
| Purpose | Express authority to secure the specified civil registry document from PSA |
| Record details | Information sufficient to identify the marriage in the application |
| Owner’s identity evidence | The required valid ID or permitted copy for the circumstances |
| Authority document | Signed letter or appropriate SPA meeting the service requirements |
| Appointment | In the representative’s name when they are the person transacting |
A vague instruction to “handle my affairs” does not adequately describe a specific PSA document request. A multipurpose SPA can be accepted under the charter where the authority to secure the particular PSA document is expressly included.
Keep names and signatures consistent with the identification, subject to the service’s stated National ID exception.
Are emailed letters or scanned SPAs acceptable?
The 2026 charter expressly permits an authorisation letter sent by email or messaging where the specified name and signature matching conditions are met. It also addresses a captured or scanned image of an actual SPA matching the accompanying ID.
It is therefore inaccurate to state that PSA always rejects electronic authority or invariably requires an overseas owner to courier a wet-ink original.
However, this does not mean that an unsigned typed message is sufficient. Prepare an actual authority document and the required identity evidence. Follow the selected outlet or channel’s submission instructions for those materials.
When the owner is abroad
The charter specifically calls for a scanned or photocopied passport as the owner’s valid ID where the authorisation letter or SPA is received from abroad.
If a notarised SPA or another overseas formality is required for the particular transaction, establish its execution and acceptance requirements before preparing it. Do not assume every certificate request requires the same consular instrument.
For the available ordering routes, see requesting a PSA marriage certificate from overseas.
Family members still need the appropriate basis
The 2026 procedure expressly addresses requests involving parents and adult children and calls for authorisation and owner identification in that context.
A family connection should therefore not be used as a blanket exemption. Similarly, a spouse requesting their own marriage record is in a different position from a sibling requesting it for them.
Where both spouses are deceased, the charter describes a nearest-of-kin route with evidence such as a notarised kinship affidavit and identification. That is a different basis from a living owner’s authorisation.
If the owner cannot sign or can provide only a thumbmark, the charter calls for supporting barangay certification or medical evidence explaining the inability. Do not have someone else imitate the owner’s signature.
Requesting and receiving are different permissions
PSA’s online service also provides an Authorised Person to Receive feature. Its purpose is delivery to an approved person.
That delivery role should not be treated as an unrestricted right to order any civil registry record, amend it, obtain a court order or act at an embassy.
Likewise, a representative helping with a marriage-certificate correction needs the authority and procedure for that separate task. Permission to collect a copy does not authorise changing the registered facts.
If an apostille or legalisation is also needed, identify the additional office’s own representative requirements.
A practical handover checklist
Before the representative transacts:
- Identify the exact PSA certificate and number of copies.
- Check the recorded marriage details.
- Prepare specific signed authority and the applicable owner ID evidence.
- Ensure the representative has acceptable identification.
- Book the appointment in the correct person’s name where required.
- Agree how receipts, references and documents will be returned.
- Separate any later authentication, correction or delivery tasks.
If the underlying marriage has not been registered, a certificate request cannot create the entry. The delayed-registration guide explains that separate problem.
Representation questions
Must the representative be a lawyer?
PSA’s ordinary authorised-representative category is not limited to lawyers. The person must still satisfy the authority and identity conditions. Judicial proceedings are a different matter.
Can a company appoint itself?
No. Providing a service does not itself establish permission to access the couple’s record. The relevant owner or other lawful basis must support the request.
Is the appointment confirmation enough?
No. An appointment identifies the scheduled transaction. It does not replace the authorisation, identification or other eligibility evidence.
Can I give the representative my account credentials instead?
Use the channel’s authorised process. Sharing credentials does not replace the required authority and may leave the representative unable to complete personal identity checks correctly.
