How to Request a PSA Marriage Certificate While Living Abroad

Decide which document must reach which recipient

Begin with the application that needs the certificate. Establish whether it requires a paper PSA copy, an electronic certificate, authentication, a translation or a copy showing a later annotation.

Those requirements determine the ordering and delivery plan. A document sent to a relative in the Philippines has not yet reached the overseas authority; a digital preview is not automatically a substitute for its requested original.

Prepare the marriage search details

Use the registered information, not simply the names currently used in daily life.

Have ready:

• Both spouses’ full names as recorded for the marriage.
• The actual ceremony date.
• The city or municipality where it took place.
• The purpose of the request.
• The requester’s identity and eligibility.
• Any required identification.
• A reliable email address, mobile contact and delivery address.
• Local registration particulars if the record is recent or needs tracing.

Compare a previous certificate carefully. A wedding reception date, a later registration date and the date of the legal ceremony may differ.

A local certified copy and a PSA certificate also come from different custodians. Specify the PSA document where the overseas application requires it.

Online channels for overseas requesters

PSA’s published channels include PSA Serbilis and PSAHelpline. Their available ordering, payment, identity and delivery arrangements need to be followed for the chosen service.

Do not assume that every channel uses the same international courier arrangement or accepts the same person as requester and receiver.

Use the actual authorised service process. Sending personal records to an unrelated social-media account is not the official request procedure.

The PSAHelpline international sequence

PSA’s 30 January 2026 advisory describes the following workflow:

1. Place the certificate order and select international delivery.
2. Complete the mobile and email verification requested through the service.
3. Pay for the certificate request.
4. Complete identity verification, including a liveness check and a clear government-issued ID.
5. After PSA processing, access the electronic certificate through the secure portal.
6. Arrange and pay for the international courier pickup, then upload the courier’s official waybill as instructed.

The service then prepares the physical certificate for handover to the selected courier.

Courier booking is a separate action. Do not stop at paying the certificate request if the service still requires you to arrange pickup. Keep the certificate reference and courier tracking details together.

Digital access does not mean apostille completion

An electronic certificate gives access to the PSA document. DFA authentication is a separate function.

If your destination requires it, establish the appropriate apostille or legalisation route before sending the record. The service used for international paper delivery should not automatically be assumed to include every authentication step.

Using someone in the Philippines

A relative or professional assistant may act where the relevant authority and identification requirements are met. Family relationship alone should not be assumed to satisfy every request or delivery rule.

PSA’s 2026 charter specifically addresses authority received from abroad, including a scanned or photocopied passport from the document owner. It also permits certain electronic authority documents under identity-matching conditions.

A representative cannot complete an owner’s required personal liveness check by pretending to be that owner. Use the service’s actual representation route.

Plan the complete journey, including exceptions

The overall schedule can include database searching, manual verification, correction or annotation, authentication and shipping. It cannot be reduced to a universal number of days after payment.

Before committing to an overseas deadline, establish:

• Whether the record is available for issuance.
• Whether an annotation is needed.
• Who will complete identity verification.
• Whether the destination and courier service are supported.
• Who can receive the package under that channel’s rules.
• What happens if delivery or verification fails.
• Whether the final application needs further processing after arrival.

Overseas request questions

Must I return to the Philippines?

Not simply to place every PSA request. Authorised online and representative routes exist. A separate record correction or other legal procedure may involve different attendance requirements.

Can a foreign spouse request the record?

Either spouse is a principal requester under PSA’s marriage-copy procedure. A foreign requester must still satisfy the selected channel’s identification requirements; do not assume that any passport upload alone completes every route.

Does a Philippine representative have to send the record by the same courier?

Onward delivery arrangements depend on the chosen service and destination. Preserve the official document and any required authentication; do not assume a domestic collection fee includes international shipping.
