Quick Answer

Bring the issued, usable marriage licence where required, both partners’ identification and the documents specified by the solemnising officer’s office. Prepare the adult witnesses and their requested identity details too. The licence-application file and the wedding-day file are connected, but they are not necessarily identical.

A successful document submission at the registrar does not prove that every item required for the ceremony has reached the officer.

Start with the officer’s actual checklist

Request the checklist for the particular civil wedding appointment, including originals, copies and any advance submission.

The Supreme Court’s own guidance illustrates why this matters: individual offices can request additional documents such as CENOMAR or a personal-circumstance affidavit. That does not make every additional item a universal requirement at every civil ceremony.

Our civil-versus-church guide distinguishes ceremony preparation from the underlying civil requirements.

Do not arrive with only photographs of documents unless the office has explicitly accepted that format.

Check the licence rather than the application receipt

A receipt or pre-application reference is not the issued licence.

Read the licence’s issue and expiry dates and confirm that the actual ceremony falls within its 120-day validity. Check that it names the correct two applicants.

If it was issued in another Philippine locality, that alone does not prevent use: Article 20 makes it valid nationwide. The officer’s authority and the lawful venue must still be established separately.

A missing or incorrect licence should be resolved with the issuing registrar. Handwritten alterations or an organiser’s assurance do not substitute for an official response.

Prepare the people as well as the papers

Both partners must personally make the required declaration before the officer. Bring identification that connects them with the licence and supporting records.

At least two witnesses of legal age must be present. Our guide to wedding witnesses explains their participation and signatures.

If a witness changes, notify the office so the correct identity appears on the certificate. Do not let a replacement sign an absent person’s name.

Where a partner needs help understanding the ceremony, settle the office’s accepted language or interpretation arrangements in advance. A signature should not be collected as a substitute for understanding and freely giving the required consent.

Review the certificate before signing

Article 22 specifies important particulars, including the parties’ names, citizenship and residence, the actual date and time, and the licence or relevant exemption information.

Review the document against the correct supporting records:

  • Names, spelling and order.
  • Birth or age particulars entered on the form.
  • Civil status and relevant earlier-marriage information.
  • Citizenship and address details.
  • Actual ceremony location and date.
  • Licence number or exemption basis.
  • Witness names.

Ask the office to correct an identified error properly. Do not knowingly sign inaccurate details to keep the appointment moving.

A later correction can involve a separate legal and registration procedure; the wedding day is the better point to resolve a preventable transcription error.

Does every couple need fresh CENOMAR copies at the ceremony?

There is no single wedding-day photocopy package prescribed for every officer in the ceremony provisions.

A particular office may request supporting civil-status evidence as part of its own preparation. Establish whether it needs an original, a copy already held in the file or an updated document.

The same applies to prior-marriage records or foreign legal-capacity evidence. Their earlier submission at the registrar and any additional request by the officer should be distinguished.

Confirm authority and venue before travelling

The solemnising-officer guide explains the applicable authority. A licence and complete folder cannot cure an officer’s lack of authority at the proposed place.

Where a special venue arrangement requires a written request or other documentation, complete it before the ceremony. A supplier’s booking is not the officer’s legal authorisation.

Keep the appointment confirmation and official payment records where the office requires them. Do not infer a national fee from one court’s or municipality’s service.

Know what you receive afterwards

Establish who gives the couple their marriage-certificate copy, who transmits the registration copies and how to trace the filing.

The Family Code assigns the ordinary transmission duty to the solemnising officer. The later marriage-registration process is separate from the signatures at the ceremony.

A PSA certificate is not normally created at the wedding table merely because the forms have been signed.

Final check before leaving for the venue

  1. Confirm both partners and the witnesses can arrive on time.
  2. Check the licence and any approved exemption evidence.
  3. Bring the accepted original identification.
  4. Carry the office’s additional documents and requested copies.
  5. Review the prepared certificate accurately.
  6. Establish the post-ceremony copy and registration arrangements.

Wedding-day questions

Should we bring our entire original document collection?

Bring what the office requires and protect valuable originals. Establish whether a particular item is for inspection, copying or retention before handing it over.

Can we marry while the licence is still being processed?

Where a licence is required, the application receipt does not replace its issue.

Will signing the certificate make an inaccurate entry harmless?

No. Review the record carefully; signing is not an alternative to correcting known mistakes.
